Update: Lingwei points out in the comments that not all the "new weapons" are entirely "new."
We should note that 7 of those "new weapons" are just moddable versions of the unique weapons, several are just ports of Fallout 3 weapons, and several are also already made available in a mod (Antistar's Weapon Mods Expanded).

No, GRA guns are not the same as normal weapons.

After looking at the stuff closely I can definitely say that it's nothing to write home about but having more stuff to play with is always nice.
There is an extra perk and new challenges for those who like that sort of things.
The quality of an expansion was determined by its content of newly released material and the fixes for previously installed game bugs!
The concept of DLC is great for both the game and player alike!
However, when the content exceeds the amount of actual game fixes then you have to question what is actually happening!?
Yes, they are pushing out the DLC!

Now, when you take a careful look at the textures, you can tell that they are scaled down, not originally textured that poorly. To reduce complexity and accommodate for the console's poor memory management, the textures are universal throughout all systems.
'Official quality' is a term used only by those who are irrationally biased towards the regard of the developer as word of God. There are many instances modders have overtaken such quality, though sometimes (especially with so-called texture quality) it is because of administration disregards rather than lack of talent.
Nevertheless, for $3.99, what are you expecting?

I don't take it you texture: just from the normals, you can tell they were properly baked.
I'm not saying that's the case here, but it did seem pretty ambiguous for awhile as to how much DLC was coming out and when it would be released. I'm happy they were able to release as much content as they did. And, while I would love one more solid game/stability patch, I'm happy with how Obsidian consistently pushed out regular updates for quite awhile.
What you don't get is that this is YOUR opinion, for me the weapons are perfectly fine. And don't talk about effort, because is what it lacks in 90% of mods. You see?, matter of perspective.
Kyojinmaru you still didn't get it? The problem is not the resolution but they are simply made poorly or missing any proof of effort... To say it exaggerated: They look like the Devs used MS Paint. (BTW I and probably many others don't care much about resolution either cause some of those fancy textures are simply to heavy for our systems)
