Config rain and storm chances
Storm is just thunder sounds for now
Fog only happens during 4am -9am and 6pm-10pm
Forecast is the next 5 changes that will accur when the weather changes it will refill the forecast once it runs out
Uses Game time for if you push game time by 1 hour the weather will change its based on game mins not irl mins
