This one is actually just an isolated aspect of that mod. Putting this up for both convenience and for awareness. You may also download the latter and simply tick the option to enable this there.
This one simply makes it so that all the abilities are available from the start without having to scan any typhons.
Install Instructions: Prey vanilla and Prey Mooncrash uses different folders. So mods you put into one won't effect the other.
1. Go into your Prey Folder
2. Go into GameSDK Folder
3. Go into Precache folder(make one if its not there)
4. Drag and drop file
5. Profit
