I recommend the Per-Encounter Abilities mod from here. Do not use the Items mod! Not compatible!

Description
Make all abilities and/or consumable items usable per encounter, depending on which mod file(s) you install. For abilities, the number of uses per encounter is unchanged from the original per rest value. For items, the number of uses per encounter is the same as the original stack size of the item. Additionally, the stack size of consumable items is now 1.
How To Install
IMPORTANT: It was reported that installing the per-encounter ability mod while per-rest abilities have 0 uses causes them to be unusable. Just to make sure that this doesn't happen to you, load a save game that was just after resting.
Unzip the file(s) in your \Pillars of Eternity II\PillarsOfEternityII_Data\override folder.
