Changes to a number of cipher buff spells so they're self-castable

This mod switches the targeting of most echo powers plus Pain Link and Reaping Knives to ally rather than allynotself.

Excluded are psychovampiric shield as it's already a hostile spell, ectopsychic echo since making it self-targeted would be pointless, and tactical meld since it's one of the few explicit group spells in the echo list - although I did consider changing it (afaict from my brief test of that option, neither of the buffs stack anyway in that scenario so it just becomes a personal tank stance).

For about half of them it mostly doesn't change a thing unless you're solo, it just makes things less annoying, fun even. Buffs are cool, and being able to self target for things like Soul Shock makes them slightly less fiddly.

The overall change makes cipher a more viable striker, and changes one of the biggest bits of no-fun-allowed nonsense in POE's class design, one which becomes a lot more annoying in 2.

I realize that people can point to lore justifications for it, but frankly it is and always was a stupid lore justification: if the spells are safe enough to use on friends and loved ones, it's safe enough for my own psyche, and a lot of these powers ranged from situational at best to frankly useless except as a reminder that only the glorified copyists get to have cool stuff.

Which is to say it enhances fun a little in a way that only a very silly person could find overpowering.

Specifically the spells modded are: Soul Shock and Valorous Echoies (T1), Amplified Thrust (T2), Pain Link  (T3), Pain Block (T4), Echoing Shield (T5, should be be castable on self and apply Resolute to the cipher), Amplified Wave (T6), Ancestor's Memory (T7), Reaping Knives (T8), and Driving Echoes (T9)
