Details
The Book of Storms is implied by the obsessed wizard Leofwyn to be a mythical grimoire of great power, but this is not reflected by game mechanics.
To set things right, this mod adds +1 PL to all Electricity/Fire/Frost/Wind-keyworded Wizard Spells cast with the Book of Storms equipped!
Installation
Download the Main .zip file and extract the folder it contains to your override folder.
...\Pillars of Eternity II Deadfire\PillarsOfEternityII_Data\override
If you're loading an old save in which you already found the Book of Storms before the mod was installed, the grimoire will initially not contain the new bonus, but can be added through the enchantment menu instead.
You'll notice this if the upgrade indicator is visible:
