Fixes the bugged -25%/-50% reloadspeed of the Deadfire soulbound Arbalest

The One-Eyed Molina's Gold-Fingered Spike-Flinger Arbalest was bugged giving -25%/-50% reloadspeed, instead of the supposed +25%/+50% reload speed.
I made simple fix to correct this.
Installation:
Extract all files into
…\Pillars of Eternity\PillarsOfEternity_Data\assetbundles\prefabs\objectbundle
and replace the files there.
IMPORTANT NOTE!
After you unlock the speed bonus on the Arbalast in game you have to save and reload the game in order for the fix to work !!
