Add Time Stop spell (Owlcat started it but didn't implement it) to lv.9 Wizard Spell List.
A buff for Magic Deceiver Time Manipulator. Chronomancy does not apply decrease of DC now and can be used in combat or outside combat. Split Timeline (Level 20 ability) would serve as time stop now, have a total of 5 charges per day.
新增九环时间停止(猫头鹰做了一半没实装)，法师术士奥能师法表。
增强弄时者。时间魔法现在不会减DC。20级大招裂时现在相当于时停，每天5次。
!!!! 1 thing to notice is you can attack normally in time stop, which is against PF rules! This is due to my limitation on coding.
