This mod is inspired by the Buffed Yakumo mod by Phil2g, providing similar and additional functionality to their mod by utilizing PalSchema.
The Complete Game Rebalance by Kayrxnn contains, among its various rebalances and additions, the same functionality as this mod but with different default strength values for the partner skill levels. While I did not copy and edit their specific code to create my mod, I wanted to use this section to note that their mod is similar.

Changes Yakumo partner skill odds to 20/40/60/80/100% and enables partner skill activation while in the party. Requires PalSchema and its requirement, UE4SS.
Installation:
Ensure the latest Palworld version of the experimental UE4SS builds and PalSchema are installed. Follow the directions HERE to ensure both are installed correctly. If you don't have a Mods folder in the UE4SS folder, you likely have the wrong version of UE4SS.
Download the version matching your Palworld install, Game Pass or Steam
Extract this mod's zip contents to your main Palworld directory.
THIS MOD DOES NOT SUPPORT VORTEX until the Palworld extension starts using the experimental version of UE4SS.
