The solution overrides the game settings by removing all FPS limitations and vertical synchronization. One notable benefit of this is that it uncaps the FPS at the real-time cutscenes.
Download the zip archive.
Unpack it to \O2\Binaries\Win64 inside the game folder.
Force vsync on or lock the frame rate externally if desired.
