Switches Summon Flame Atronach and Summon Skeleton as starter Conjuration Spells, adjusts Summon Flame Atronach accordingly

Permissions and credits
Something that really bothered me is how Summon Skeleton is your starter Conjuration spell in a setting where Necromancy has been banned from practice in the Mage's Guild. Therefore, I removed it from your starting spell list and flagged Summon Flame Atronach as the new Starting Spell for Conjurers. It even makes more sense for Atronachs to be a starter spell, because in-universe they are said to be much more compliant than undead. It's kinda crazy to me, coming from Skyrim, to put Flame Atronach as a Journeyman level spell, anyways. lol

Changes
- Unflagged Summon Skeleton for Starting Spell & Flagged Summon Flame Atronach
- Adjusted the Magicka cost to 45, in line with other Apprentice Level Spells
- Adjusted Flame Atronach Summon to be more in line with Summon Ghost, slightly stronger.
- Adjusted Summon Flame Atronach to Duration 300.


I strongly encourage Summon-oriented players to download Toggled or Longer Conjuration by Oblivion6871 and select the 10x option, for which the duration of Summon Flame Atronach is adjusted for. Alternatively, I have added a Flame Atronach with a Normal Duration in the Optional Files, as per request.
