Gives the Order Armor from the Deluxe edition to 4 Imperial Officers

I liked the look of the new Order armor, but its not for my character. So I gave the armor to Adamus Phillida, Hieronymus Lex, Giovanni Civello, Servatius Quintilius so that I can see this cool armor walking through the Imperial City from time to time.
Also makes a slight edit to a certain Thieve's Guild quest involving an officer's retirement to make him no longer have the armor.
Bug Note not from my mod: The is a bug in the Adamus Phillida quest that makes him not remove his armor when swimming. This is present regardless of my mod. For both the vanilla game and my mod, quicksaving while he is swimming and loading the game makes him remove his armor. Just to reiterate, this bug is present in the vanilla remaster, its not caused by mod.
