I'm getting that want to play Oblivion again, but because the level scaling and balance of the game is so infamously busted, and no existing mods really make the changes I want, I'm working on my own, just like why I made Oxmod for New Vegas.

This is my take on the Vanilla game's infamous NPC Gear problem of every single enemy being decked out in the best possible gear for your level. Despite many mods offering solutions to this problem, none of them do it in a way that actually improves on the (perfectly valid) vanilla concept.

Most mods simply remove the top-end gear from the Leveled Lists, and remove the bottom limit of gear that the game will allow the lists to spawn. This results in poor gear variety and a lack of challenge and sense of escalation as their gear is at the complete mercy of RNG, which is biased towards low-end gear.

I have elected to redo the NPC gear lists entirely, instead of leaving everything up to randomness.

In my mod, as you get higher in level, bandits will be more likely to have Higher Quality items, but also *more complete* sets of gear.

In this example, I'm showing a Bandit at level 1. They're often poorly equipped, frequently spawning with shirts instead of a cuirass. By level 12, you'll still get those Glorified beggars, but you're also regularly seeing Veterans decked out in full, if not matching, suits of armor, and everything in between.

I also plan to have them gain chances to carry enchanted gear and trinkets, giving them even greater potential, even when their gear quality maxes out.

This solution not only addresses the poor variaty of the vanilla game and existing mods, but also better represents the often touted excuse for the Vanilla Game's overbearing leveled lists of "The Stronger Bandits you see later in the game Stole/Looted better gear."

    This actually look great. Mods that touch leveled lists usually make the game too overkill which pretty much ruin the early game experience, and your work actually addresses the problemwithing the game design.
