It allows you to steal the carving from Claude BEFORE having to go and see Umbacano to tell him Claude stole it from you; something thief characters did not have the opportunity to do previously. Now you can deliver it to Umbacano if it is in your possession. Which makes sense, because otherwise you have it in your pocket but can't give it to him. Silly Bethseda.
No conflicts whatsoever (as far as I know, I'm the only person alive who was ever bothered by this issue). Well, unless you're running a mod that also edits this quest (MS22). But I seriously doubt that. OOO etc will be fine.
My first released mod, and considering I HATE dabbling with quests, I'm quite proud of it. It's hardly anything too extreme or revolutionary, but just an option you should have had from the start IMO.
