My Auto-save and time mod (http://www.tesnexus.com/downloads/file.php?id=22136) is a full-featured mod that has its own variable TimeScale component.
I recommend its use over this.
However, this mod is suitable to players that need only a simple TimeScale switcher when moving in and out of combat.

1.1, 8 June 2009:
Bug-fix/tweak: Previously, "out-of-combat" TimeScale can never be changed after Combat Timescale has detected and saved it when it was first activated.
Fixed now.
(This bug/feature has become more prominent now that players see the value in variable TimeScales -
which was not the case when this mod was first released.)
Incompatibility list: Now that variable TimeScale is accepted as an immersive aspect of the game,
I've removed this note from the Incompatibility section:
"None I know of. But it will be incompatible with mods that change Timescale WHEN combat starts. I don't know of any other mods that does this at this time.)"
and added:
"my Auto-save and Time mod, TheNiceOne's Real Sleep Extended, Tekuromoto's Time Manager"

Description
===========
Halves the Timescale during combat. Then reverts it back to what it was after combat.

Details
=======
For those who use sleep and eat/drink mods and think that combat shouldn't affect these needs as much as traveling.

I use my Eat and Sleep mod: http://www.tesnexus.com/downloads/file.php?id=24605.

Just before it changes the Timescale, it saves it so that it can restore it after combat. This should be compatible with mods that change the Timescale.

OBMM Install
============
1. Copy OMOD file to (install folder)\Oblivion\obmm\omod\
2. Start Oblivion Mod Manager.
3. Double-click the name of the mod in the right-hand side of the OBMM screen.
(icon should turn blue)
4. Load order doesn't matter.

Uninstall
=========
1. Start Oblivion Mod Manager.
2. Double-click the name of the mod in the right-hand side of the OBMM screen,
click Yes. (icon should turn green)
