Original theme I composed as though it were for a video game RPG, then I realized I could make it a free Oblivion mod as one of its purposes.
To install, just extract the mp3 to Oblivion-Data-Music-Public. If you want it to be your sole public track, you will probably need to have at least two copies of it in the folder, as just one there will be a lot of dead air after it ends and I'm not sure what triggers it to play again right away.

If you use this in other games, please let me know so I can link to it in some capacity, at least be aware of it. I'd like to have this working in Oblivion Remastered, but it isn't as straightforward as it is with the original. So I'm not sure when that'll happen.
