It took me the longest time to realize that Oblivion even had enchanted arrows. Only M'raaj-Dar in the Dark Brotherhood sells them. Only three random NPCs carry them around for pickpocketing. And only two enemy groups - both Deadric quest specific - make use of them. So if you play a lawful good type of character, then you are pretty much out of luck getting enchanted arrows. Makes me wonder why Bethesda even bothered. But that seems to be their M.O. with features like this - sideline and minimize it, then drop it entirely in the next game. Enchanted arrows disappeared in Skyrim same as spellcrafting.
But here's a breakdown of the mod content:
- Pre-existing enchantment types have been filled out to give them a wider distribution (ex. the soul trap, demoralization, damage health/magicka/fatigue, etc. enchantments have been added to new arrows)
- Steel arrows with the demoralization enchantment were buffed to use the next higher level of enchantment, unlike vanilla where they shared the same level as the iron arrows
- Brand new enchantment types have been added, including burden, armor-disintegration, paralysis, drain health/fatigue
- Enchanted arrows are integrated into the game by two methods: in boss-level chests and vendor chests for blacksmiths and middle-to-upperclass general stores
For the sake of balance, enchanted arrows are fairly uncommon, being only found in small bundles and without guaranteed availability. Hopefully that will make them scarce enough to be best for special occasions, but not so rare as to become irreplaceable. Enemies still follow their vanilla ammo assignments, because fighting against bandit archers with enchanted arrows does not sound like a fun time.
