Adds a 50% chance of an inn or tavern having a randomly selected Traveler NPC, who will spend his time drinking, eating, wandering, and chatting with other NPCs. He disappears or is replaced by another after 3 days by default.
They're low level NPCs with low level equipment. Some of them have a low responsibility stat, and might steal food if they end up spending all their coins, or if their coins are stolen. They can also turn hostile if their disposition is lowered to 0 with speechcraft or other means. They can also tell you a rumor.
