This mod rebalances magic effects on the vanilla power level.

Bound items are now consistent in cost, according to their vanilla damage/armor rating
Shields have been adjusted so that Fire/Frost/Shock Shields are now an alternative to Shield, but not strictly better or worse for enchantments and spells.
Resist Magic can now be used for Enchantments
Enchantment values are changed so that a grand soul provides a similar enchantment to mid-tier Sigil Stones.
Fortify effects have been rebalanced so that Skill vs. Attribute vs. Fatigue/Health/Magicka are in line with each other.
