This is the tiniest of mods that simply makes the initial quest for the Tribunal DLC active from the start, without the requirement to complete any of the faction quest lines. You will be asked to enter the starting level for the DLC when you first load this mod. The default Morroblivion starting level is 15, the default Morrowind starting level is 4 or 6. Quite a difference!
