Adds a chapel of the Nine Divines to the Imperial City Waterfront

Very simple mod, I've always found it strange that there is no altar of Nine Divines anywhere in or near the Imperial City. This mod fixes it.
There always was a small graveyard in the Waterfront District with paved road to it, but nothing around it - now there is a small chapel.
What this mod contains:
- chapel of the Nine Divines in the Waterfront district near the graves
- a fast travel marker near the chapel
- an altar to cure diseases/restore stats
- a priest who sells basic spells of restoration
- an alms box, where you can donate money (for flavor only) or steal the donations
I didn't change the landscape at all, hope this minimizes conflicts.
