When Dreadcore combined "Goblin Realswords" and "Goblin Tribal Shields" - two mods that I consider essential - I was a tad disappointed that the combined mod ended up using Walx's stats (or I think that it does, at least). You see, much as I like Walx's "Realswords" series, I always found them to be unbalanced even with the "low" stat .esp, hence why I (finally) made this "fork", if I may call it that.
What this "fork" does basically, is:
Renames the weapons to correspond to Oblivion's naming conventions (i.e. 'shortsword' instead of 'moria');
Gives weapons stats that correspond to iron ('rusty' and 'fine' where appropriate);
Gives arrows stats that go from Iron to Dwemer, black variants just cost one Septim more but otherwise have the same stats as the non-black counterparts - I'd have removed the black variants altogether, but that'd be too much hassle;
Gives the tribal shields stats that correspond to leather (they are leather shields after all), but they're still a bit more expensive as they can be viewed as culturally significant;
Increases the enchantment value of enchanted weapons to correspond to vanilla enchanted iron weapons;
Fixes a few misspellings.
Installation: You'll first need to download Dreadcore's "Goblin Realswords and Tribal Shields" and install that, as it contains all the assets. Then download this-here fork, and paste the .esp into your data folder, replacing Dreadcore's .esp (or just use your preferred file manager - not included with this archive - it should do what is needed).
