Adds an Imperial Legion Captain who only makes one, idle appearance in game.

So if anyone here has played the Dark Brotherhood Questline, you may know of Captain Gepard Montrose. He is the Breton who is in charge of the Prison Guard - the only district in the Imperial Legion who does not have a Captain presiding over it in the open world game. He only appears in a single, idle instance during the Dark Brotherhood questline - and you may not even find yourself in the same room as him.
I always thought it dumb that he appear here but nowhere else. The investigation into the Emperor's murder shouldn't and, realistically, wouldn't last an entire era. Hence, this mod. What this mod does is add Captain Gepard Montrose in the Imperial City, who has a busy, neatly done schedule that, while focuses mostly around the Imperial Prison (since that is his charge), he can occaisonly be found wandering the Market District, enjoying meals at the Feed Bag or, in the mornings, be found enjoying breakfast at The Foaming Flask in the Talos Plaza District. On sundays, he can also be found enjoying Arena matches in the Arena District.
If he is killed in the overworld, he will NOT appear in the Sewers during the quest Scheduled for Execution, and likewise if he is killed during this questline, he will no longer appear in the overworld. I also went ahead and changed his armor to the Imperial Captain's armor set, since he is an Imperial Captain after all...
