You can now use a fishing pole and equip it and go fishing. Go and buy a fishing pole and draw it near water outside (not inside) and when it says a fish is nibbling catch the fish in by undrawing the fishing pole. You can sell Slaughterfish in city traders through the Slaughterfish topic. Certain places have better prices for Slaughterfish. You can download the Slaughterfish Prices to see what the prices are at each location in Cyrodiil
