What it does is add a magic ring that can be looted from the corpse of Captain Renault (the Emperor's Blades bodyguard who dies almost immediately in the tutorial dungeon). It adds a Feather effect for 200 pounds, and a Water Breathing effect that should last for 30 seconds (half of the duration of the Jewel of the Rumare). Just so it's not too cheaty, I set the value to 0, so your new level 1 character can't go sell it for thousands of Septims.
Although I intended this as a small reward on a new game, if you want to add the ring to your inventory on an existing save, the console command is " player.additem XX000ED3 1 " without the quotation marks, and where XX is the mod index code from your load order (it may be two numbers, or a number and a letter, or two letters).
UPDATE APRIL 13, 2021 - Added a 2.0 version that increases the feather effect to 500 pounds and retains Water Breathing. It also adds 2 repair hammers to the Captains inventory since new characters break them so easily. Either version is still safe to use.
Just as an FYI - the Feather enchantment in the Oblivion game engine is a little wonky. Let's say you're carrying 75 pounds, and your carry limit is 200. You equip this ring and expect that your carry limit will go to 400, but it doesn't, it only goes to 275 (it adds 200 to your current encumbrance). Now you load up on a bunch of loot, and you're carrying 199 (just making up numbers as an example). Unequip the ring and equip it again, and now your carry limit will show as 399. You can keep doing that until it gets to 200 over whatever your normal carry limit is (so in this case the limit would be your 200 vanilla + 200 from the ring for 400). Again, this is a game limitation, not a bug of this mod.
For the lore purists, yes I know this is a little bit cheaty, but I didn't want to lose the stuff that my mods injected into my inventory at the start. On the other hand, it's not so far fetched to believe that one of the Emperors elite bodyguards, and an officer no less, would possess an enchanted item like this. The ring certainly won't make you overpowered and allow you to 1-hit Mehrunes Dagon himself at level 1, only carry more stuff and not drown so easily. If the idea of the mod offends you, don't use it, but please don't drag everybody else down with snarky comments.
If anyone encounters any issues or bugs, let me know and I'll try to sort them out.
INSTALLATION: This is just a simple .esp file. Either drop it in your Data folder, or (preferably) install with your mod manager of choice. If you have another mod which edits Captain Renault (extremely unlikely since she dies right away) you may need a merged patch or bashed patch. Merged and bashed patches are a good idea anyway no matter what mods you use.
UPGRADING - TES4Edit shows the ring has the same general FormID in both the old and newer versions, so maybe you can upgrade and get the higher feather effect. Unless the new esp is in exactly the same spot in your load order though it won't work and you'll just lose the ring. Since you can edit the magnitude of the feather effect so easily in TES4Edit, I don't recommend upgrading on a game in progress and risk losing the ring altogether.
Only install one version of the mod or the other. Unless you create a merged patch, you'll only get one copy of the ring when you loot the Captain, and depending on load order it may not be the version you want.
