This mod is meant to add NPCs across Tamriel. I chose to add around 50 or so new soldiers/ex-soldiers to all the cities and some in the wilderness. There is or will be a book to describe it all, but, basically, a lone survivor of a small war many years ago put together training for civilian protectors to watch over us. It has been many years and the army has disbanded and become smaller groups and individuals who are well-trained, most well-armed and cover the spectrum from friendly to almost ready-to-fight. They are, mostly, loyal to each other, but not always. It has resulted in many fights when you enter a city or area. Perhaps best to use after main quest is done, or not if you like having a lot of fun and surprises. There are two files. The first is a small file that has a little meaning that I couldn't manage to put into the main file, so you still need it. The other is a placement file. Vortex works well. To do is manually, just unzip and place the two files into the Data file. It only needs the main file and shivering isles to run. I also intend to add soldiers to Shivering Isles.
