   There is a bug where she does not wear the weapons and the off hand items that I provided her. I kept giving the command, "what are you carrying" to make the items appear. At some point giving commands becomes a hassle.

      now that i think about i might not be a bug i may have had her set up that way by giving her custom ai with the  "wear no armor flag"
      
      You can fix that in the cs or Tesedit really easy
