Added a set of heavy chainmail to The Testing Hall. bumped the stats to better than ebony for fun.

It always bugged me that chainmail is considered light armor, which to be fair makes sense compared to plate armor. but now i have changed that.
I mainly did this is because I am running a playthrough where my oblivion character is my Skyrim character, through a whole bunch of black magic voodoo. Anyway, I had a problem of finding a suitable armor to use for both characters, I understand I can just use what is in Skyrim since there is a 200 year gap but whatever. My problem was solved when NordWarUA uploaded a mod on the Skyrim nexus called chainmail armor. Which is basically Oblivion's chainmail put into Skyrim, it really is beautiful you should check it out (https://www.nexusmods.com/skyrim/mods/98561), eventually I will load NordWarUA's mod in the creation kit and change it heavy armor for my own personal use. Hence why this mod came into creation for Oblivion, now everything in my world can be tied together and maybe someone else had the same idea as me and will enjoy it.
Ok, due to a rather nice fellow that left a comment on here about how me just changing the stats of the default chainmail armor screws everything else up. I made a duplicate set of armor so it doesn't effect the default stuff into a heavy armor and I also duplicated the townsguard helmet because I felt it matched.. I then heavily modified the stats just for fun. I went online and found the stats for ebony armor and made this stuff better than that. oops, did I just say that? Yes, I believe I did.
WHAT THIS MOD DOES:
1. Changes a set of chainmail to heavy armor, more durable, more weight
2. Adds the set to the testing hall or whatever that magical place is called, to be noted though, somehow when i put the objects ingame they float and when activated you get one set and another set drops which you can pick up. IDK what I did, this is my second mod on the nexus.
WHAT THIS MOD DOESN'T DO:
1. It doesn't change how the light armor skill says make more effective use of fur, leather, chainmail. I am not skilled enough for that.
