I finally was able to get Nehrim working with an Oblivion steam install on win 10 !! as it was, the launcher for Nehrim and steam do not get along.

readme instructions work for steam ,but are not well optimized

You can probably get by without one, but some of the mods for nehrim on here can be merged into the patch. It really just depends on what you are planning to use.
