I was surprised to find that there were no mods related to this, so i took it upon myself to create a few "unique" generic NPC's, and add them to the shops around Cyrodiil. I also added a few bouncers to a few inns too. They are scripted to wander around all day long (I got a bit lazy here) so it's now quite challenging to break into a shop and steal the stuffs, more thought is required, and stealth. If you don't leave when caught, prepare for a challenging fight.
