This Mod Adds a New Playable Race called 'Sea Elves'. They exist in TES Lore and can actually be seen in The Elder Scrolls: Online. The Race comes with custom Eyes, Elf Hair, Custom & fitting Powers, Abilities, Stock Voice Packs and a detailed Background Description.
Mod may work without OCOv2 but isnt meant for Vanilla (potato) Faces
