A simple plugin which just makes all the city map makers undiscovered by default, so you have to actually get out there and explore to find them on a new save, much like in Skyrim. The Imperial City is unaffected because you start there anyway, and it would be annoying to manually discover each of the districts. Cloud Ruler Temple will also be marked undiscovered when you reach that point in the quest line.
Now the opening quest will actually be a journey to find Jauffre instead of just clicking on the map, or travelling there manually only out of your own good will and nothing else.
Later editions will include unique landscapes and Better Cities markers.

It's just a simple .esp with no script edits, etc. so there shouldn't be any conflicts or issues.
