Everyone in the comment just didn't want to explain clearly how to change the spawn rate... so I gotta find it myself after a lot of confusion. Now I will explain it in detail so anyone else wouldn't have the same problem. Download the TES4 construction set, you can google it out. Open the CS, on the top left, click file → data. Check the box left of Crowed Roads.esp, and click the "set as active file" button on the bottom left. Then click OK. In the Object Window, go to Actors → Creature → LeveledCreature Scroll down untill you find LRcrFinalList, click in, there should be 4 entries inside. Locate the Chance None value on the top right, change it to your idea spawn rate (default is 98, which is 2%. Change to 80 then it will become 20%) Now, under the LRcrFinalList, there should be 3 entries all names started with "LRcrFinalList...", click each of them and change their Chance None value all to your desire spwan rate. Finally click the Save Plugn to save your edits, then you are done.
This mod only adds travelers to the basic Vanilla roads! It's about time to make multiple versions that adds travelers to roads in mods like Roads of Cyrodiil, Elsweyr Deserts of Anequina, and TWMP Hammerfell! and make versions that either has roads for one of those 3, 2 of those three, and all three, making something like 7 different files!!!
Found it: Crowded Roads Revamped Customization - Leveled List --> lr Final List --> entries --> Chances 98 (lower number = more spawn, so 98 is 2% and 50 is 50%)
I installed the mod and traveled from Chorrol to Leyawiin. I only ran into one fellow I didn't recognize; an argonian called "travelling adventurer". At least I assume he is part of the mod as I have never before encountered somebody like him.
In general the roads still seem awfully bare.
To be fair I am also using a mod that removes enemy spawns from the highways. Could these be conflicting in the background or is the "crowded roads" just super-random?
EDIT: It seems that the rate of foot-traffic is affected by the time of day. Disregard my question; this mod seems to be working just fine.
you can give me permission to use your mod to modify it according to my mod and to add him children and girls travelers instead of adults please i beg you
This mod definitely makes the game feel more real. A good number of travellers, no lag, no conflicts or issues found so far.
Just a word of warning to other players:
Unlike some NPCs in cities/towns these ones carry weapons and in some outfits can look like bandits/highwaymen especially from a distance. I'd recommend getting close enough to find out who they are before attacking

2% is ridiculous
