This adds a box of pardon scrolls ,the box is just outside the imperial commerce office in the IC market area. To clear your bounty just read the scroll like you would any other scroll and your bounty will be cleared and guards will stop chasing you and walk away. The chest has 50 scrolls and refills itself.
