Daedric-clad marauders? Lich filled dungeons? No more!

Permissions and credits
Finally address the enemy equipment scaling/realism issue in a very very simple way that touches nothing but the LeveledLists.


Changes:

-Heavy armor for generic npcs scales only to Steel
-Light armor for generic npcs scales only to Chainmail
-No more "boss" style enemies at non-boss spawns (i.e. no more than 1 Minotaur Lord per boss spawn in a creature dungeon)
-Boss enemies such as Marauder Warlords, Bandit Ringleaders, and Vampire Patriarch/Matriarchs will still scale their equipment as normal and can acquire up to Daedric armor and weapons.
-All enemies, generic or not, can still spawn with a piece of any level of enchanted armor. This is for variety and a bit more reward or surprise when doing a run-of-the-mill dungeon crawl.
-Enemies such as Skeletons and Wraiths will maintain the vanilla leveled list for their equipment. Realistically, the undead would likely use their own weapon which was buried with them :)
-Enemies such as Minotaurs and Minotaur Lords will still use vanilla leveled lists. Minotaur Lords, however, will only spawn as creature dungeon bosses.
