As stated below, the crosshair is wide top-left of where it should be. This is more noticeable when using mods like DarnUI or NorthernUI. It can also affect your marksmanship in an awful way (the arrow doesn't actually go where the crosshair says it does). I have edited the texture for personal use, centering it, using GIMP. The dot looks great in-game, but being off-center makes it less pleasant to use. I have also corrected the sneak reticles and lowered them a bit. Unfortunately, there isn't a simple way of centering the sneak crosshair perfectly, as it is intended to be above center by the game (you are technically lower to the ground while sneaking). Lowering it any farther makes it partially disappear. It's tiny but noticeable. Either way, it feels like a significant improvement.
Also of note, the other dot crosshair mod is afflicted with the same problems. I am unsure if one is based on the other, but aside from the difference in the appearance of the dots, the textures are identical (exact same placement, right down to the pixel and mipmaps). I have not fixed that one, as this one seems to fit the feel of vanilla better (we all mod what we want to play, right?). In addition, I've made this one compatible with NorthernUI (I use it). I am going to release it soon, but I am going to message PuppetVaysa first and ask for their permission. Since this is not exactly like a mod patch, I would be re-releasing their textures. They don't have any specific permissions against it, but I would prefer to extend the courtesy, nonetheless. I can't tell if they're still around, but they might prefer releasing it here as an update. We'll see.
In the meantime, for those interested, you can track this file and my profile and wait to see if either one releases a new crosshair for you guys.
You can try this: Open "Oblivion\data\menus\main\hud_reticle.xml" Search "<filename> <copy src="darnui_settings" trait="_t_crosshair" /> </filename>" Change "<copy src="darnui_settings" trait="_t_crosshair" />" to "Menus\Misc\hud_reticle.dds" Then save & exit.

I have all the usual optimizing stuff, OSR and such. I am running at 640x480 with small textures and maximum view distance. Max item, object and actor view settings (which is augmented by the Combat FPS Optimizer mod). No blood decals, no water effects, no grass, no specular.
I run in windowed, setting wrye bash to run in 640x480 then using an AutoHotkey to go borderless.
I am using Enboost.
I've run all textures, minus menu and sky, through an optimizer, at least once, to maximum settings (pay attention to robes and hair... for some reason some of these just suck fps).
Its the most stable modded Oblivion I've ever seen... working with 64bit windows 7 (with an Intel g45/g43 chipset graphics) is new for me and being able to play any oblivion with maximum view distance is such a thrill, even though a smooth framerate is won through massacring detail.
Looks perfect, but I do have one suggestion if it's possible to implement. Even at close range, when you fire a bow it seems to go to the lower right of the crosshair, and I think it would be nice if it felt a bit more accurate. I'll be using it either way though, thanks!
I'm sorry, I think it is a defect of the game, I have tested in the vanilla game without any installed mods, it still go to the lower right of the crosshair.
