TOE - Totally Overhauled Environment.
Sky - sunglare texture.
Water - texture.
Fog - Backed up some distance.
Night - Darker but not too dark.
No loss of frame rate.
This will conflict with other weather mods.
Works well with Illumination Within.
Also
Optional: In your oblivion.ini, make these changes for lights to come into view earlier.
fLightLOD2=8000.0000
fLightLOD1=6000.0000
Back up your sky and water textures.
Extract to your Oblivion "MAIN" folder or use NMM.
Place it last in your load order!
