First of all , a big thanks to Nailflan for all the beautiful models he ( she ? ) made.
I know , i'm late to post an answer to your question , but now there is a new link to the Gerra6 ' s tools : Clothing Converter I only know the old version ( 0.72 & 0.85a) , but i suppose that this new one is " better" ...
Why that link ? Just because there is no " Standard" in the HGEC body !... sorry.
For me , the standard is the one most used by ColourWheel ... the second RAIAR's tweaked version.
The " M" is not the Standard , and there is also a difference between the "normal" version and the " Fighter" version , so it's better to convert an outfit to your prefered body.
Now ; you can also just "tweak" a mesh with only NifSkope ... this tool is really a "God's gift " . I think that you can just rescale a little bit the l upperbody part ( wich covert your "panties"in this case ... or just rescale the X & Y axes )to fit your lower body mesh.
So , if you don't want to play with a real 3D tool , try the Gerra6's tool , it works very well , especially if the meshes share the same UV . It's better to try by yourself . That's not very difficult even for a non-english user .

PS ( 29 octobre 2014 ) : you just need to dowload the " Tools RC 089e " + some upgrades if you prefer these lasts from one folder/category . The Tools RC 098e incoporate the 3 differents tools ( Clothing Converter , Seam Mender and Mesh Rigger ) .
But , don't forget to read the instructions in the 3 different categories.

Edit ( 30-03-2015 ) : oh i saw last night , that Nailflan seems to use the Coronerra lower meshes , so yes that's not exactly the " Standard" introduced by RAIAR and Madcat221 in the second HGEC realease .
I was just testing the LL version that came with the Hospital Gown ( so that's not the L version recommanded here ) but this one ( the LL version ) isn't compatible with the HGEc " Standard " Feet , so you cannot use the Robert's Feet version introduced in Electrro Designer Body Spell mod.
But it's easy to convert the Nailflan's works to your HGEC body with the tool i already mention in this post.
No, I disagree..... almost all of his clothes are for E-cup. It's nice to have some options for people who prefer smaller (and more realistic) breast sizes
