adds a merchant who sells special spells the merchant can be found in the abandon house in cheydinhal.the spells are free and cost nothing to cast

unlock (this will open ANY lock even if it needs a key)

V2 added spells:

pay fine spell thief (this will let you keep your stolen goods)
add $2000 bounty to target (lets you add bounty to npc's even guards)
clear targets bounty (clears bounty on target npc's)
armor of the gods
summon skeleton army

v9 adds fire shield to super run spells (give you a fire aura that trails when you run)and target fire blast and ice blast spells now only hit 1 target and changed name of super run spell to super speed

v10 adds staffs (the staffs have unlimited charges),robes,light daedric armor and a few other fun toys also the merchant now trains destruction and restocks his potions etc.there's also a chest with a few free items you can just take

v11 adds 2 new spells (1000 feather & light landing)and adds no fall damage to speed and jump spells and a few other minor tweeks

v12 Changes fire to shock on speed spells(looks cooler), adds enchanted shield & and moved some things and other tweaks to make it better
