Hey there. Looks like you have a good idea going on here, but could use a bit of direction. Looking at the archive (don't have Oblivion on hand right now,) it looks like you make be attempting to apply a 64x64 icon texture across an entire body.
I recommend looking into the textures that come with replacers like Robert's Males and HGEC (with hi res textures here.) Mess with the hues, use the Colorize option (located under Colors in GIMP,) and perhaps adding lightning textures to them by using simple online resources which can be easily placed into the GIMP-##>share>gimp>##>brushes directory, where ## is the GIMP version (mine still says 2.0) Just make sure to save the multi-layer .xcf in case you need to change anything around!
Although it sounds like a lot, most of this can be done fairly easily, and will result in a much nicer looking product. Just remember to have fun! Keep at it!
