    Couldn't I just inject records into Oblivion.esm?

If you want to do things the hard way, you can do that.
The problem is that you would need to select a FormID for every record in your mod that isn't being used in Oblivion.esm and manually change every one of them. This would also cause conflicts if two mods decide to use record injection and both use the same FormIDs for their records. Finally, there doesn't seem to be any widely available documentation about how Record Injection works or how to implement it (at least as far as I can tell).

Edit: Also, as far as I'm aware (again, no documentation), Record Injection was envisioned to fix a bug in Oblivion where mod added worldspaces can have their landscape disappear unless they are injected. I have never seen anyone suggest it as a way to make a mod merge into the Bashed Patch.

Edit 2: One more problem is that if you want your mod to be simultaneously compatible with Oblivion and total conversions like Nehrim, you can't use Record Injection whereas you can use Plugin Resources.
