Are you running the Unofficial Patch Supplementals?
Are you in Skingrad?
Are NPCs coming up to talk to you?
Is one NPC seeming to be really quite confused?
Do you have no tolerance for messing about in the Construction Editor or TES4Edit?
If you answered yes to all of the above, this tiny one-record ESP may be for you.
Installation:
Just add this ESP to your load order after the Unofficial Patch.esp. If you wanted, you could also merge the change into the Unofficial Patch to reduce ESPs, but I'm figuring anyone competent enough to do that has already fixed this themselves anyway.

Why make this?
The unofficial patches for Oblivion all appear to be in sunset mode; the original unofficial patch has had a supplemental patch made to continue fixes, but that too has been ceased to my knowledge. If anyone ever takes up that torch again, they are most welcome to incorporate this fix into it.
What's it fixing?
Dion! In the quest Paranoia, just after a certain NPC comes up and, well, paranoidly talks to you, you may find that Dion, the Skingrad captain of the guard almost immediately comes up to you and then has no relevant dialogue.
This is because in the original Oblivion.esm, his AI package was correct in so far as you got the right dialogue, but the Unofficial Patch (Supplemental) combined has an error in said package. It executes a day earlier than the dialogue, and thus, a confused NPC results. Trivial, but if you're not a modder, you probably won't know how to fix this.
This fix restores the original behaviour - I've not been able to track down whether the Unofficial Patch was intending to fix something else and broke it in so doing, but I've preserved the Unofficial Patch version corrected so anything like that should still be there.
May your Dion dialogue be correct once more.
