This mod makes more women npc's younger, more beautiful, and updates their hair to use Ren's hair.
This mod incorportates:

Younger Hotter NPC's - women as a base for the female NPCs appearance
Ren's Beauty Pack hairs

This mod changes almost all female NPCs in oblivion (currently only base oblivion, not SI or any plug-ins), adjusting the facial features, age, hair, hair color, and skintone wherever appropriate. A few NPCs were left unchanged, such as Beggars and Blind Moth Priests.
In my opinion, the addition of ren's hair to the younger hotter NPCs makes for a much more complete appearance overhaul.

You MUST install Ren's Beauty Pack for this mod to work! It uses the meshes and textures provided by Ren's Beauty Pack. You do NOT have to active Ren's .esp however. It can be found at http://tesnexus.com/downloads/file.php?id=4431

Unzip the .esp file to the data folder located in the same folder as oblivion.exe. When you open oblivion click the data files button on the opening interface. Check the box labeled Ren's hair on Young Hot NPCs

Other Recommended Mods:
The following mods compliment this mod well in adding to the beauty of oblivion NPCs

HGEC Body - http://tesnexus.com/downloads/file.php?id=15802
Natural Faces - http://tesnexus.com/downloads/file.php?id=1965
Revealing Armor for HGEC - http://tesnexus.com/downloads/file.php?id=24194

This mod will NOT work with the original Younger Hotter NPC's - Women.

This mod is compatible with Ren's Beauty Pack.

This mod should work with most other mods - though it will not affect any new NPCs added by other mods.

Special Thanks:
Thanks to Bethesda Softworks.
Thanks to Capucine for the help about making colourable hair.
Thanks to Daeger and Ranma-chan for fixing texture pathes of meshes.
Thanks to Nenina - the original creator of "Younger Hotter NPC's - Women" Which was used as a base

All of the meshes and textures are made by Ren.
