Simply download, and extract to your /Oblivion directory; not Oblivion/Data like you would for a mod.
This doesn't directly modify your Health, Magicka, or Fatigue; but since their governing attributes are all 100, they end up fairly high anyway...xD!
Best used immediately after exiting the Imperial Prison Sewer when making a new character. If you already have a character, this file *shouldn't* cause problems because it uses "setav" instead of "advskill". Only problems might be if you used console commands or another mod to raise your skills above 100.
TO USE: Bring up the console with the "~" key and type "bat MaxChar", "bat MaxChar.txt", or "bat maxchar.txt" (without the quotes of course). The console isn't case-sensitive, so it doesn't matter which way you type it.
Also, you should only have to do this once as long as you save afterwards. You don't need to enter it every time you load a save; only when you make another character.
