The Tower of Ages... Built back in the era of 1E147.
its not furnished as its not supposed to either. as its on tp of gnoll mountain behind the Oblivion gate,
i beleave its the tallest structure in Tamriel "Exept from Imperial Palace" i think its taller than Frostcrag Spire too... Last year i was on Vacation to Rome for 6 days... and i noticed Imperial Cty reminds me a LOT of Rome so i decided to make a compilation of some of the Most famous structures in Rome. The bottom Dome is supposed to look like Pantheon and the inside of the dome the same.. exept the Tower in the middle. The top Lookout point is supposed to give a feel of being at the top if the Saint Peter Church and it "KINDA" feels "SOME" similiar to it... i made this is 1/2 Days and all for you.
