If you have a question you would like answered, I would very much appreciate you checking for an answer in the BOSS Userlist Manager FAQ before posting.

I'm deeply confused. I came here to download this because I thought this was BOSS. But it needs BOSS... therefore it is not BOSS...
... so what the hell is it?
Okay... okay... I'm going to take a guess at it... Given something I read about BOSS said it relies on a fixed master load order to determine the order which files should go in.... this is.... something to CHANGE that master load order? Add to it maybe? And if so I absolutely should not have it as I have no clue what I'm doing and there is a 100% chance I would mess it up.
What the hell is this supposed to be? This program does not make any freaking sense. It automatically detects where Oblivion is located... but that is just it! Why do I have to find some dumb "masterfile"?! What f***ing masterfile?! This community is just ridiculous!
And how the hell do you even dare to post this s#*! without describing what to do with it? you don't seriously expect people to read more than 200 comments; not to mention that even in there i will probably not find any useful information. this is just dumb.
The description says "The BOSS Userlist Manager is designed to help you manage and maintain BOSS's Userlist file. It requires BOSS to work." So if you don't use BOSS, then it won't make any sense. Also, there is a Help file to provide additional information.
There is a lot more I could say about your post, but decency and decorum are they key to appreciating the efforts that all authors make for the community.
Why is 'Duke Patricks - BASIC Script Effect Silencer NIF REMOVED.esp' loaded before the Bashed patch when the readme reads: 'HOWEVER YOU MUST LOAD THIS MOD LAST AFTER ALL OTHER MODS NO EXCEPTIONS!'
I'm not sure if the readme is correct or the BOSS masterlist, does anyone know?
This utility helps manage the BOSS Masterlist, but this not BOSS - BOSS related questions should be directed to BOSS forums. As far as I know, the bashed patch always loads last, given that it contains merged information from all other Mods, therefore I expect that this behaviour is correct.

Thanks for the donation to the community.
