"Sweet Talk" is a spell combined "Drain Personality 100 pts for 1 sec on Self" and "Fortify Speechcraft 100 pts for 1 sec on Self"
requires an Apprentice in Destruction.
Cast this spell right before starting a conversation with a NPC.

This spell is very significant even if the spell itself is not so useful.
Because you can hardly learn two kinds of spell type "Drain Attribute" and "Fortify Skill" without DLC.
I made this mod for who does not have those.
You can buy a scroll that teach you "Sweet Talk" spell from Edgar, "Edgar's Discount Spells" in IC Market District.
Base Cost 12,000 Gold.
Install:
Just put zirizeSweetTalkScroll.esp file in your oblivion Data folder and activate.
uninstall:
just delete zirizeSweetTalkScroll.esp.
If you did spell-making with "Drain Attribute" and "Fortify Skill" before , you can still use these kinds of spell after
