Located in Fort Linchal (the temple of war chamber) is a Necromancer, she's wearing the armour, you need to kill her to get it.
Details

There are two versions of the gauntlets, one cloth and one leather. There are also two versions of the greaves, one has cloth and one hasn't, each have the same armour rating so you won't be penalised for using one over the other. The armour rating is more or less equal to the elven armour.
