Grants more effective spellcasting to those who wear no armor and or use no weapon/staves

Version 1
Gives a 10% bonus to spellcasting efficiency for wearing no armor, and or a 10% bonus for wielding no weapon, or for wielding a staff.
Characters can wear a shield and still get the bonus.
Make sure to leave feedback of some sort once you've tried it.
Compatibility:
Not currently compatible with any mod that uses ModPCSpellEffectiveness

1.01 Automatically fixes spell effectiveness when it is incorrect, each time a game is loaded.
