Makes Palace Guard Armor playable, and makes a set of the armor available for free for those that dont want to have the crime gold.

have you ever wanted that fancy schmancy palace guard armor?
Well now you can have it!!
I have made the armor playable, and this mod even puts a free set in the imperial palace district so you dont have to commit a crime to get it!
If you want to, you can still kill a guard to get it.
It will be pretty easy to find. just look on the circle around white gold tower.
There is now a picture of the armor's location, it is taken from the Talos Plaza entrance to the palace district
